What made the cut in Scotland’s new tertiary education legislation?

WONKE have published an article exploring the newly passed Tertiary Education and Training (Funding and Governance) Act and the impact it will have on Scotland’s education system.

The article gives a brief history of the legislation and where it has been more contentious around the reduction in the scope of Skills Development Scotland’s role with funding moving to the Scottish Funding Council.

WONKE suggest that the Act, through compromises and challenge, is now focused primarily on the funding landscape – with ministers obliged to prepare a national funding strategy with mandatory consultation and regular progress reports.

The Act also includes provisions around fair work requirements, the prevention of gender-based violence and enabling data sharing to support the access agenda.

The Act includes changes to the Scottish Funding Council – but not a mooted name change – including slightly enhanced powers.
