UK Government SEND reform – a review of the White Paper

The UK Government included a number of reforms to the SEND system in their recent schools reform White Paper ‘Every Child Achieving and Thriving’. Youth Employment UK has reviewed these SEND proposals, setting out the key changes and what they might mean.

The White Paper identifies a number of challenges with the current approach to SEND support, including increased demand for statutory plans and specialist placements, delays in assessment, variable support across the country and a lack of early intervention to prevent escalation.

The proposed reforms cover a number of areas including early and more consistent support, reform of the EHCP process, workforce and specialist capacity, and preparation for adulthood and transitions into post-16 and post-18 pathways.
