Quality of education outside school (EOTAS) in Wales – Government response

The Welsh Government has set out a series of commitments to improve the quality and consistency of young people educated otherwise than at school (EOTAS) provision following the publication of the independent report Arrangements and Quality of EOTAS Tuition in Wales. The response acknowledges significant variation in practice across local authorities and highlights the need for clearer expectations, stronger accountability and better support for learners who are educated outside mainstream settings.

Key actions include developing national guidance on commissioning and quality assurance, improving data collection and monitoring, and strengthening reintegration pathways for learners returning to school where appropriate. The Government also emphasises the importance of ensuring that EOTAS learners have access to a broad and balanced curriculum aligned with Curriculum for Wales, including opportunities for progression, wellbeing support and access to specialist services.

The response reinforces the need for effective multi‑agency working, with schools, local authorities and wider partners expected to collaborate more closely to identify needs early and provide coordinated support. For careers and education professionals, the commitments signal a renewed focus on ensuring that EOTAS learners receive high‑quality CEIAG and clear pathways into further learning, training and employment.
