New Level 2 construction apprenticeships to strengthen Welsh skills pipeline

The Welsh Government has confirmed that new Level 2 apprenticeships in bricklaying, site carpentry, scaffolding and building maintenance will be introduced later this year. Developed by Medr in partnership with Qualifications Wales and industry, the programmes aim to widen access to construction careers and address ongoing skills shortages across the sector.

The announcement marks a significant development for Wales’s apprenticeship system. Since 2022, construction apprenticeships have only been available from Level 3, creating a higher entry threshold that some learners and career‑changers found difficult to meet. The introduction of Level 2 pathways will provide a more accessible starting point, enabling individuals to build foundational skills before progressing to more advanced qualifications. The new programmes have been shaped through engagement with employers, training providers and learners to ensure they reflect real workforce needs and the skills gaps identified by industry.

The findings underline the importance of strengthening the construction skills pipeline at a time when demand for qualified workers continues to grow. The new apprenticeships are expected to support progression into Level 3 and beyond, helping learners develop confidence, competence and long‑term employability.
