Welsh Government’s Young Person’s Guarantee highlights
The 2025–26 Highlight Report sets out the continued impact of the Young Person’s Guarantee, delivered through Working Wales and partner programmes. Since 2021, over 64,000 young people have accessed support, including 18,535 through Jobs Growth Wales Plus, 14,125 through Communities for Work Plus and 795 through ReAct+.
More than 10,000 young people have progressed into employment, while over 900 have started their own business. Apprenticeships remain a major route, with 30,395 apprenticeship starts recorded during the period.
The report also highlights Wales’s growing success in skills competitions, including hosting the WorldSkills UK finals for the first time and achieving 78 medals, alongside a 9% increase in inclusive competitions. These achievements reflect the breadth of opportunities available to young people and the strength of employer engagement across the system.
The findings reinforce the importance of sustained investment in youth employability and coordinated support across government, Careers Wales, local authorities and training providers. As labour‑market conditions tighten, maintaining momentum will be essential to ensure young people continue to have clear, supported pathways into work, training and further learning.
