Supporting the progression of low-income workers in Scotland

The Learning & Work Institute has published a report based on the first phase of work funded by The Robertson Trust and conducted with Edinburgh College. The work aims t build an evidence base about effective practice in helping low-income workers across Scotland progress into better jobs.

Across Scotland, there is significant in-work poverty, and the project aims to test and adapt in-work progression models. The report acknowledges that there are significant challenges but that tackling them could lead to fairer work and reduced poverty in Scotland.

The evidence reviewed to date identified three models of support, that there are limited programmes for in-work progression compared to getting people into work, that low-income workers have limited awareness of the services available to them, and that there are some key design elements needed for any progression programme.
