The Social Mobility Commission has published a report examining how to encourage growth in disadvantaged areas. The ‘Innovation, investment and inclusion: a framework for regional renewal’ report is produced by the Commission’s Economic Growth and Investment Group.
It reiterates the UK’s status as one of the most unequal economies in the developed world, setting out the barriers to regional prosperity and putting forward an agenda for reform.
Recommendations are structured around the three themes of investment, entrepreneurship and skills. The recommendations are underpinned by a call for greater devolution, with local areas working closely with employers.
The ten point plan includes devolved authorities having a Strategic Growth Plan, new Opportunity Zones with tax incentives for investment, 5%of pension portfolios being invested in the UK, reintroducing the New Enterprise Allowance, expanded entrepreneurship education, reforming apprenticeships to make them flexible for small and medium businesses, and introducing a £3,000 skills account for working adults.
