Senedd report highlights lifelong approach to tackling inequality

Senedd Research has published ‘From cradle to grave: breaking the cycle of inequality and poverty’, a new analysis examining how disadvantage develops across the life course and how targeted interventions at key stages can help disrupt long‑term patterns of inequality. The report highlights the importance of high‑quality early years provision, equitable access to education, and strong pathways into skills, training and employment.

The analysis emphasises that poverty is shaped by structural factors including housing, health, childcare access and labour‑market conditions. It argues that coordinated action across government portfolios is essential to improving outcomes, particularly for children and young people most at risk of long‑term disadvantage.

The report reinforces the importance of early and sustained access to impartial careers support, high‑quality progression routes, and targeted interventions for learners facing barriers to participation. It also provides useful context for understanding how careers guidance fits within wider anti‑poverty and social mobility strategies in Wales.
