OECD – helping adults overcome barriers to training

The OECD has published a policy brief on helping adults overcome barriers to training.

It recognises that lifelong learning has a crucial role as the skills need s of the economy are changing rapidly and skills shortages are prevalent.

The report identifies barriers at all stages of development – from before people consider training, in considering different options, as they decide and while they are undertaking the training.

Government has a responsibility to ensure adults can make the most of opportunities to gain skills, through policies such as training leave, recognition of prior learning, training subsidies and careers guidance.

Training providers also have a responsibility to raise awareness of training courses, offer flexible options and ensure support is in place for adults to complete their training.
