New offshore wind project marks major milestone for Wales

The Welsh Government has granted Section 36 Consent for the Llŷr Wind Farm, a Test & Demonstration offshore wind project being developed by Cierco Energy in the Celtic Sea. As the first major offshore wind scheme approved by the new administration, ministers describe it as a “major milestone” for Wales’s clean‑energy aspirations.

The project is expected to create around 2,000 jobs during construction, with further skilled roles once operational. It follows earlier approvals including a Marine Licence from Natural Resources Wales and seabed rights secured through an Agreement for Lease with The Crown Estate. The scheme will showcase pioneering offshore wind technologies designed for deeper waters, helping to accelerate innovation and industrial renewal.

Cierco Energy says the project will position South West Wales as a hub for offshore wind expertise, creating opportunities for local businesses, ports, universities and the wider supply chain. The company highlights the potential for the project to support future large‑scale deployments and international growth.

This project highlights the continued expansion of Wales’s clean‑energy sector and the emergence of new technical and engineering pathways linked to offshore wind development.
