From a Youth Guarantee to a permanent Youth Participation System
Youth Employment UK has published recommendations to move from a Youth Guarantee to a permanent Youth Participation System. The five recommendations are based on the Youth Voice Census and Good Youth Employment Benchmark.
Recommendation one is to establish a young person’s entitlement from 11-to-18-years-old, to ensure NEET prevention starts early. This includes access to education, enrichment, work experience and career connections and should be universal with additional targeted support.
Recommendation two is to turn the Youth Guarantee into a permanent Youth Participation System. This would provide permanent national infrastructure to effect long-term, meaningful change. It should include identifying and tracking NEET young people and providing connections to education, training and employers. It should be available to all those who need it, not just young people on Universal Credit.
Recommendation three makes access and local opportunity part of that infrastructure, to prevent activities happening in isolation. It also addresses access barriers faced by disadvantaged young people.
Recommendation four is to create a practical employer participation framework, reducing the confusion and complexity facing employers who want to offer young people opportunities. With multiple asks from many organisations, plus concerns about risks and a lack of clarity on requirements, employers can be put off engaging.
The 5th and last recommendation is to create a youth participation outcomes framework that measures access, quality, experience and sustained progression. This should include both the youth and employer voice and provide a rounded picture of youth participation.
