Earning or Learning – interim report on supporting young people

Policy Connect has published the Skills Commission’s interim report from its ongoing Earning or Learning inquiry into supporting young people into secure work, education or training.

The cross-party inquiry has taken written and oral evidence and the report reviews the evidence collected to date, beginning to identify interventions that help keep young people in education or work.

Emerging themes are early identification and prevention, inclusive and flexible pathways into employment and education, local coordination and accountability, and employer engagement and real opportunities.

The final report with detailed policy recommendations will be published in 2026.
