Reporting into Minister Jacqui Smith, the Group has been set up to develop proposals designed to enable more students from disadvantaged backgrounds to access higher education.
The Group will meet regularly from November 2025 until January 2027 and use evidence to create practical proposals to help disadvantaged and under-represented young people into higher education. The Group will have two key areas of focus – addressing regional gaps in access and addressing barriers faced by those from disadvantaged backgrounds.
The eighteen members of the group, Chaired by Professor Kathryn Mitchell CBE DL, from the University of Derby, includes representatives from universities, colleges, the Office of Students, UCAS, The Sutton Trust, Social Market Foundation and other key organisations.
The career development profession is represented by David Morgan, Chief Executive of the CDI, in recognition of the sector’s role in supporting young people to identify their best pathway to gain skills, including challenging misconceptions about higher education and supporting them to take the next step.
